What we could do is refund the unused portion of the current subscription that ends in September, and then set up a new subscription with your new paypal account that starts today and would bill again automatically 6 months from now. The other option is just leave it alone for now, and when your VPS expires in September you'll get an email reminding you to pay again.

This is what I use on windows. https://github.com/do-know/Crypt-LE/releases You just run the le64.exe program on the command line and then use SFTP to copy/paste in the text for the file it gives you. It's fairly easy and you can use it forever for free.
