The free Express edition has been around for 18 years actually (used to be known as MSDE 2000, and became Express starting with SQL Server 2005). Older versions were crippled in many other ways beyond max space (limited connections, max memory usage, and IIRC a max on database quantity, not just size), not sure on 2017. Linux version looks new.

cPanel servers cannot support SQL Server because they run Linux. The ASP.NET support offered on Tommy is provided by Mono (an open-source clone of .NET).
