If you're curious the file was: /home/med/public_html/uploads/bie.jpg This is just a guess based on the folder name, but it might be beneficial to you to restrict who can upload files to your account to prevent future suspensions for malware.

The recommended way to run perl scripts is either as a cgi, or by starting it with a cron job. Just make sure you don't exceed 2 cron runs per day or use up too much system resources. Either will get your account suspended.
