    No, you must create the database through cpanel. That said, it is possible to use php to log in to your cpanel account and run the commands to create a database, but that's ridiculous and I doubt it is what you meant.

    You could also consider a VPS where your load doesn't affect our other users as much. The reason you were suspended was because you were causing downtime for our other thousands of accounts. If you use a VPS your load is more or less isolated to your VPS only so you can have a lot more traffic before your account gets suspended. You've already donated $3, and a basic VPS with 1 GB memory, 50 GB storage, and 2 cpus is $4 per month. I'm willing to give you the first month at no additional cost to you. After the first month the rate will go back to the normal $4 per month. Let me know if you're interested.
