Have you made any changes to your site recently that could have caused the higher load? Please let us know when you're ready to check and fix the issue and we can unsuspend you.

Only admins can change the root directory. Because it requires manual effort from unpaid volunteer staff, all requests to change the root directory must have a legitimate reason.
