I'd wait and see if Krydos responds and can help you with why this doesn't work. More often than not these sorts of things are code issues, and none of us are Java programmers. The vast majority of people here know and use PHP.

Is the database really large? If so, it's probably timing out and returning an empty file. Try downloading a full website backup from cPanel instead. All of your databases from both PG and My should be in that package.

Virtually nobody here knows anything about Java, so the odds of getting help on this are low. Krydos is the only one who has an understanding of it. Perhaps he can answer this.

We just got that report yesterday Comcast took 6 months to send us an abuse report... Unsuspended. It should start working again in a few minutes.

It means the function mysql_connect is obsolete and shouldn't be used. All of the mysql_ functions are obsolete. They work but throw warnings in 5.5 and 5.6, and they don't even exist in 7.0 and up. You should be using mysqli_ functions instead.

No idea why you got that email, but you're definitely not over quota and your site is working. It was probably a software bug of some form. You can just disregard the email.

I assume you mean a dedicated IP (SSL is free nowadays, no dedicated IP required). That service is $12/year. If you can find the transaction ID and the date of the transaction was within the last year, I'll just send you the invite and have Krydos set the IP up again for you. We can't give a forecast because don't know when Johnny will be fixed. We haven't even begun to look at it because there's only one person who knows how these servers work, and he's busy with real life at the moment...we're all volunteers who do this in our free time. For a service that's run entirely for free, a lack of time means broken things often have to sit much longer than they ever would in a paid hosting environment. The account advmauer has been deleted.
