We traditionally don't whitelist certain IPs, so if you have a service connecting over FTP from an Azure server, as long as it uses the correct credentials, it shouldn't get blocked.

This is something an administrator can do, but mail quotas are changed on a case by case basis. I'll escalate your thread so an administrator can comment.

Perhaps an administrator can weigh in on this, especially so you don't get flagged as having multiple accounts. As far as managing DNS records or addon domains, if you want to make requests on his behalf, I'm sure something can be arranged as long as we also get his written permission (either an email or a forum post) to make sure it's okay.
