I'm not an CSS expert, but after some seaching I came across this page: http://stackoverflow.com/questions/13156172/ie9-not-rendering-background-image Perhaps that is the problem why you don't see the background in IE9. Keep in mind, supporting IE-browsers can always be tricky. What could help to support IE-browsers, is to including html5shiv.js. It can be found in this github repo: https://github.com/aFarkas/html5shiv This little script will fixes html5 elements in IE.

Is it possible to demonstrate the problems by images? So we can see what you are meaning. Also, what you see is not necessary the same as what we see on your site.

Try to split the database is smaller data files. And upload them over time, and not all at once. So you don't put to much load on the server.

There is no way around that time delay. For new parked or add-on domains to become active, apache needs to be restarted. This is done at a certain time every day. That is why you need to wait. Restarting apache for every single domain that is added for is simply not possible.
