Yes, the purpose of Morty is to auto scale to the users resource usage. Not exactly sure about the numbers, since it hasn't even been made yet, but i think it will start at $1 a month and scale up to $3.99, with $4 being a vps that your account gets moved to instead of being on Morty. Failing a payment would mean getting moved back to tommy automatically. Again, Morty hasn't even been created so these are just the plans we have. Nothing is concrete yet.
