I'm not sure if heliohost.org or ftp.heliohost.org works, but (if they do) they will become obsolete when Charlie is up and running.

Until we get JSP back up in a few months, I'm afraid you might have to pay for premium hosting.
The files with the prefix 'vti_' and the '_private' and 'images' folder can be deleted, as they are generated by programs such as Microsoft FrontPage, and can also be generated by FTP clients.
However, we recommend you keep the cgi-bin folder, as CGI scripts rely on thos folder.
Could you try creating a new FTP Account from cPanel and then connecting to the FTP server with that username, prefixing it with FLX_ or flx_ .

P.S. If by 'Admin CP' you mean the cPanel we provide, then there is a secure version available at stevie.heliohost.org:2083 which uses a self-signed certificate (so browsers will show warnings).
