I don't know the signup limit off the top of my head. As for the idea, we have more than 20000 accounts on the server(s) right now. That's more than what cPanel uses to load test their software. We have to throttle the amount of accounts we have or else everyone will suffer slowdown.

Consult the Oracle. Though you could probably get away with not knowing them, you'll also need to learn databases (like MySQL) and server side scripting (like PHP) if you want to radically customize your CMS. I can tell you off the bat that unless you're dedicated, you're not gonna get this done.
