Someone who /really/ wants to post will take the time to focus the textbox. We offer hosting, not convenience. The IP2 board we're running is outdated, which means some features will be lacking. New board will be up by spring, hopefully.
I don't know the signup limit off the top of my head. As for the idea, we have more than 20000 accounts on the server(s) right now. That's more than what cPanel uses to load test their software. We have to throttle the amount of accounts we have or else everyone will suffer slowdown.

Well it depends on your userbase. If you wanted to have like 100 people use it, it'd probably be fine. You'd need a considerable amount more hardware to service 149 million users:

Though you could probably get away with not knowing them, you'll also need to learn databases (like MySQL) and server side scripting (like PHP) if you want to radically customize your CMS.
I can tell you off the bat that unless you're dedicated, you're not gonna get this done.
