Occasionally suspensions happen on Johnny where it can take up to 24 hours to unsuspend the website even though you can access cPanel again. It should start working soon on it's own. I'll keep an eye on this thread and if it doesn't clear itself up I'll take a closer look.

For anyone who searches and finds this thread, you can't do it yourself since this version of Ruby isn't linked to cPanel. You can just make a post requesting the gems be installed though. Just specify your username, the server, the version of ruby you're using, and the gems you need. Installed.
