For some reason, despite being unsuspended you still had a .htaccess file in your public_html forcing the redirect to the suspended page display. I've removed it; everything should work fine now.
I'm not seeing your RoR app working at all. http://godeboer.com:12260/ is timing out for me. Are you sure you have everything set up? Try a hard refresh, clearing your cache, etc.
Okay, try again now. Only do it once. You will get the "Account Queued" page again - wait 24 hours after you re-add the domain, and if it still isn't working reply here.
I'm not seeing this right now. Next time it happens, please go into your cPanel, click "Expand States", click "Service Status", and let me know what the number under "Server Load" is.
cPanel requires an upgrade of Apache for an upgrade of PHP, and we can't upgrade Apache too often since it is a pain to recompile with the volume of accounts on our server. I'm playing to recompile it in the next two months, though, so as soon as I do that I'll upgrade PHP.
