Can someone help me? is there anyway to create new user for mysql database or change old user data (grant all privileges, remote access) without cpanel?

For the future, I'd recommend creating a separate topic instead of replying to a news post.

That being said, you might have some luck with using phpMyAdmin to access your database, if you upload it using FTP.

You can actually split off replies and make it have its own topic.

I am really sorry, my bad.

I install phpMyAdmin and use cpanel information to login. now I can edit my database but I still cant create new user.

There is no way to create new users or databases at this time.
