The only way I can give you a clean start is to delete your account and let you register again.
How did you delete the public_html folder? Did you delete it through FTP or did you delete it through your cPanel? If you deleted it through your cpanel it still maybe in your trash bin and you can restore it that way. If you deleted and it's gone then go to your home directory and recreate the folder.

Okay I've deleted allmoneygates.com. Go ahead and try to register with your allmoneygates.co.cc domain. If it doesn't work you might have to wait until tomorrow after the server does a restart. Let me know if you have any problems.
No you can't do that because allmoneygates.co.cc is an addon domain of a domain that doesn't really exist except at your cpanel. Here's what you need to do.
1) Go to your cpanel and delete allmoneygates.co.cc as your addon domain. And then let me know so I can delete your domain allmoneygates.com. That way you can re-register again.
2) Go login at http://co.cc and set the nameservers for your allmoneygates.co.cc domain to:
ns1.heliohost.org
ns2.heliohost.org
instead of just stevie.heliohost.org
3) Re-register at the heliohost signup page with this account.
allmoneygates.co.cc
After you've done all of that it should take about another 24 hours for it to work.
You'll need to purchase this domain (allmoneygates.com) before you can use it. You can't just sign up with it. If your not going to purchase it you'll need to re-register with a heliohost domain. Let me know if you need to re-register so I can delete the other domain name.

Make sure you set ALL of your php pages and html pages to 644 as file permissions. Since you say you don't have an htaccess file, go to your cpanel and look for the link that says FrontPage Extensions and click uninstall.
I was able to run that script without any errors. Check your file permissions for me and also try this piece of code for me:

just call it 'info.php'
That's not a 500 Error, that's a 403 Forbidden. Check your htaccess.
I just tried logging in from a proxy to my web disk and the cpanel didn't show the proxie's ip address as the last login at my cpanel. So based on that I would say that you need to login to your cpanel to show you as being logged in every month.
