It's probably because your on the Johnny server. Johnny can be really slow at times. If you don't need JAVA, ASP.NET, or RubyonRails, then you really should be on the Stevie server.

Go to your cpanel and click on the link that says "FTP Accounts".

Go to Filezilla and choose 'file' in the upper left hand corner, then choose 'Site Manager'. Where it says Encrytion, choose 'Only use plain ftp'. This also maybe a problem for some on recent updates as it was for me: http://trac.filezilla-project.org/ticket/10094
