There is an category in CPanel called Metrics. Under it should be a button called Account Load. You can watch your average load there. Make sure the CPU/Load dont reach 100 or you have a high chance of being suspended.

IP blocks are usually done when the password is incorrect multiple times. Your average firewall on a server should achive this. Logging into main login page is to prevent being marked as inactive/archived.
