Honestly, I'd prefer one to post monthly to keep the site active. If someone just comes in once a year and makes a bunch of posts and then leaves, it really doesn't help the site much.

cPanel is nearly impossible to hack - it is a widely used commercial hosting platform. If it had an exploit in it, the company would patch the problem ASAP. Furthermore, I can't imagine why a hacker with the knowledge of such a hack would use it on your account. My guess is either that you gave out your password, you forgot it, or you are being paranoid.

Compared to the size of the whole page, which is probably at least 1 MB in size, this will cause a slowdown of about 0.1% in post windows, assuming that I make the emoticon visible in the post window. Well it's annoying to a lot of users, especially the ones with posting-based packages that shouldn't even be having ads displayed. cPanel likes to add this random .htaccess into the /tmp directory when it upgrades sometimes, and that's what causes these problems.
