We're not sure what you're asking here. If you mean you want to restore a backup you have on your computer, you have to unpack it and restore the files. Depending on the format, it will either be a plain tar.gz file (which you can open with something like 7zip and upload the files inside), or a plesk backup (see here for instructions to unpack that and get the files and databases).

There is no way automatically import a user-provided backup.

And when I download the last backup, it's without my PHP file, and I can't find it

Please don't create multiple threads for the same topic. It's possible the backup was performed before you created your PHP file. You'll need to either look for the PHP file in your own backup, or recreate it from scratch.
