How to connect to a MySQL database hosted on a tommy server from outside?

I was recently using morty, and i basically used my domain name to connect to the mysql database from outside.

 

However, being shifted to tommy, unable to do that anymore? Also tried the newly assigned IPv4 address but in vain.

 

Any ideas?
