Hello, I would like to change my current domain to jxo.helioho.st, and add a subdomain crb.jxo.helioho.st. 

If I wish to host ASP.NET Core program, how can I access the Lily server?

Regarding your main domain change and subdomain creation, I'm escalating your support request to our root admins so they can fulfill it.

As for your question about how to get Lilly server access, our root admin @wolstech can setup a Lilly account for you through this support request as well.
