For reasons unknown to me, I cannot run the file from the hosting if I have not edited it, even if it has access rights 0777. For convenience, I will show this in order:
1. Uploading a new file to hosting
2. Set access rights 0777
3. Run the file by link ruller.heliohost.org/cgi-bin/<filename>.py
4. Internal Server Error ???
5. Go to the file editor in the browser
6. Make any changes, save, ctrl+z, save
7. Run the file by link ruller.heliohost.org/cgi-bin/<filename>.py
8 .Everything is working
 
Is it supposed to work like this?

 

Server: Johnny

Version: Python 3.7

Are you on Windows? If so, make sure you save the file using unix-style line endings before uploading (notepad++ and many other tools can do this).

 

The cPanel editor is converting the endings when you edit and save, which is why editing it fixes it.

Since you came here first I should mention that you need to keep an eye on your load. You're using 1074% more cpu than the second highest usage account on Johnny. It's pretty rare to get suspended on Johnny for high load, but you're close. If you were on Tommy or Ricky you'd have been suspended a thousand times over already.
