For what it's worth, email suspensions need to wait up to 24 hours before an email suspension can be unsuspended. The counter has to reset first, otherwise it just instantly resuspends.

You didn't wait long enough before requesting it. Unlike other suspensions, Email suspensions cannot be lifted immediately, you have to wait for the email counter to reset, which takes up to 24 hours, then get unsuspended. If you ask too soon, the account simply resuspends itself immediately.
