Yes, just put the jstl-1.2.jar file in your /WEB-INF/lib/ directory, and either wait for a tomcat restart or request one. You can download the .jar file from https://mvnrepository.com/artifact/javax.servlet/jstl/1.2

Ok, thanks, I will take your word for it.  Even at 1am this is all too slow to use.  J2EE is no place for cheapskates :-)
