It helps the service as its fully free and non-profit. Im unsure about the connections but the admins are pretty good and allowing more if they feel that its suitable and will not cause much load. We have websites with thousands of visitors and they don't get that error except rarely during high load. The limit on Tommy is 4 concurrent connections per user.It's actually 6 now.
