I don't think it is necessary to restart the tomcat for deployment. When you deploy in local system, you may restart tomcat . But in hosting, if you restart all users will affect. Upload your files and check whether it is working or not. If it doesn't work , reply with detailed information. I will try to help you.

Connection timeout in FTP is temporary problem .try to reconnect it. I don't know about cpanel problem.

That might temp problem. Also it will throw this error , if you try to access website while accessing cpanel/ftp.

Ajax is light weight. Also you are trying to retrieve data from db only , right? I think that won't make overload in server. I am not sure anyway.
