We don't have mod_python. The loaders are specified here - neither of them are mod_python. The mod_python references you're seeing in the Snake Charmer page are just default libraries that exist in Python for interfacing with mod_python.

Okay, so turned out there was trouble with Perl. I had to recompile ImageMagick with --disable-openmp, and in the process upgraded our installation. Image::Magick for Perl is definitely working now.

Not necessarily. One super-easy thing to do would be to just use a text editor that doesn't add the carriage return. Another option is to use whatever text editor, but then use the UNIX utility "dos2unix" to convert the carriage returns. You can get this on Windows with cygwin. Alternately, you could write your own script to do this - it shouldn't be too hard. There might even be something online.
