Actually, we can grant you a dedicated IP. HelioHost is pretty much the only free host that does this. Yes, we're awesome.

The signup script is very clear about only allowing one account per user. You need to add your .CO.CC domain as a Parked Domain under your original account.
Were you able to successfully create two accounts, or did you get an error when you were creating the second one?
Uhm, yeah you do. How are we supposed to know what account your new domain is associated with?
You need to add your domain under "Parked Domains" in your cPanel.
Most of your space is being taken by a "preview2.swf" file in your public_html folder. Your MediaWiki is also taking a good bit of space, and so is the "_private" folder.
Altogether, you are using 290mB of space, which is above your allocated 250mB.
What is your HelioHost username? I'll check how close your account is to being created. And what is this about being unable to change nameservers? You must have explained the problem vaguely to the GoDaddy tech. Changing nameservers is easy - just go to your Domain Manager panel, select the domain, and go to the nameservers tab.
This time we had trouble increasing the size of a partition on the disk that was getting full. On the bright side, stability should be increased.
And I am going to move HelioHost and HelioNet to a separate server sometime soon.
