If you're using Filezilla: connect to the server, then navigate into public_html. After that, just right click the window pane that shows the files in your public_html folder and "Create directory". Alternately, name it without the period, then upload it, then use the FTP client to rename it to add the period once it's on the server. I'm assuming you're using Windows...Windows does not allow you to create files starting with a period through explorer. You can use a command prompt to create them though (there's guides online on how to do this, but it's not the easiest way to accomplish creating this folder).
