Because of function deprecation in 5.5+. A bunch of stuff like the (rather heavily used) mysql() functions were removed. Since a large amount of software relies on the removed functions, and a large portion of our users (including myself) run such software, we have no plans to upgrade beyond 5.4 since doing so will break a lot of things.

 

Stevie will likely get 5.4 at some point though. I can't wait for 5.3.8 to go away.
