That is a concept that I have imagined, but it would be difficult for any government to enforce this type of regulation. To learn more about this, I suggest, "Among the Hidden" by Haddix. Do you mean Jenny? Anyway, there were not enough people against the government to make a real difference to the political system. I feel sorry for the shadow children in the last book so far.
