I understand that the Terms of Use forbid website content that infringes copyrights, is obscene, etc. Does this automatically disqualify any site that accepts user-submitted content, or will I be compliant if I put a notice on my site saying that these kinds of content are not allowed?

Yes, that's fine. However, if your account is found to be violating the ToS http://wiki.helionet.org/Terms it will still be suspended regardless of any notices. As long as you police your own content and delete any content that would be a violation you should be fine.
