  17. Turns out your directory was also 777. After I set the directory and the folder to 755, the website seems to work.

  23. We don't have double email confirmation, and "cachaps" isn't a word so I'm not sure what you're saying. No, it's not possible to set up a server that anyone can connect to. You can play around with mod_proxy with a .htaccess file, though, to try to redirect your traffic on that port to some URL on port 80. The result will be that you're restricted to HTTP, though.
