No we don't support those functions. We do have GhostScript which allows you to convert pdf files to image files.

I want to create a page that is very specifically formatted so it prints correctly

Are you looking to create a PDF from data that changes constantly on your website or just a static form that people can print that you just create once?

 

There are tons of tools that can create PDF. Pretty much every decent text editor I have used in the past 10 years has the ability to create PDFs. Two of my favourites are LaTeX and OpenOffice PDF Import. Some more information on how you plan to use it might be able to narrow down your options a bit.
