So it doesn't look like you are being redirected to use a PayPal account, since the error suggests it was trying to use the card you provided. What seems to be happening is that PayPal (as the card payment processor) cannot set a subscription up using that specific card.

This confirms that it will accept credit/debit cards as payment, so you do not need to have a PayPal account. However, it will not accept the card you are trying to use. This can happen with prepay cards, which will work for one-off payments but will not work for ongoing subscriptions, like for a VPS. Obviously I don't know the details of the card you're trying, but if it will not be accepted by PayPal, you would probably need to try a different card, making sure that it is not a prepaid type of card (which your bank can probably advise you better on).
