Is there any problem creating a website dedicated to a local business directory using this hosting?

I don't think there should be, however I would like confirmation.

Contact profiles are published in a local business directory, which include links to contact information for different businesses, institutions, etc. Of course, with the respective consents.

Some of my web development ideas include regional themed sites, with content on history, geography and local culture. Other developments I want to make refer to directories (in the style of Yelp or yellow pages, but much simpler).

This should be fine. As long as nothing private is published without consent, and there's no copyright infringement you should be good.
