wolstech would need to create it for you. Lily currently doesn't have a control panel and you would need to modify your website completely through FTP. Lily will eventually have Plesk.

I can create the Lily account later tonight when I'm at a computer.

Lily will likely not have Plesk for the foreseeable future as we don't have a license for it, and recently they were hesitant to let us renew the 3 licenses we already have due to an idiot who set up a phishing site then reported his own phishing site to google...Google promptly flagged the entirety of helioho.st as malicious...
