VPSes are entirely separate from the shared hosting. You'll get your own server to run your code on. For ASP.NET, you'll need a Windows VPS and will get RDP access to it once its set up (you'll receive an email). Once you have access, you just install IIS and ASP.NET and publish your app.

Note that the Windows VPSes don't include the Windows Server license, so on top of the VPS subscription you'll need to buy a license for that as well (you'll need to source that yourself).
