I think too many tabs of cPanel was it / PostgreSQL access attempts before submitting request?

Unblocked. You had 80 connections open to the server at the same time. When you open that many connections it doesn't leave much space for everyone else to connect, and with enough open connections you would start to cause downtime for everyone else. Please limit the number of open connections.
