I want to upload the CGIProxy in my host, is it okay? This is for my own personal needs. To avoid excessive bandwidth, I will change some components on the Web and files in my CGI, so that only I can access them.

That's fine, but be warned that web proxies cause a lot of load even if you're the only one using it, so don't be too surprised if you get suspended.
