[Hh#41212] Removing The .htaccess File

The problem is when uploading the .htaccess file to the public_html directory, the file is automatically deleted when I upload it to the public_html directory

Your .htaccess file is there. Did you setup your cpanel to show hidden files? Go to File Manager and choose settings at the top.
