Email Trace Timezone

Whilst monitoring bounced emails due to the blacklisting on Tommy i realized that Tommy's email trace is on GMT + 3 timezone.

 

I am on GMT + 2 (since Sunday due to summer time shift).

 

Is the email trace time stamp tied to the server's time, which is pacific time if i remember correctly or to the user's timezone, or can it be set independently, and if yes how.
