Since the hard drive is progressively getting worse and worse when it is running it makes sense that public_html might be saved, but mail cannot be several weeks later. Your public_html folder was undoubtedly backed up early in the event while it was still possible to recover most of the hard drive. As we've posted several times an automatic script was set up to backup the contents of /home/username/*, /home/username/public_html/* and all subdirectories within public_html, and mysql databases. The backup script did not backup the mail folder automatically. The script ran on the priority of most recent cpanel logins first, and worked its way backwards in time backing up inactive accounts with the lowest priority.

1. If no data were retreived this time, is this the final end?

We saved as much as we could. There will be no further backup attempts. Everything that it is possible to recover has already been recovered.

2. Is this a matter of pure luck if your data are located on the on the healthy or sick part of the disk? (I am wondering, because public_html was fully recovered, while neighboring mail folder is completely lost.)

Yes, basically.
