There's a lot of things that can cause that. The first step is to verify your database is visible.

 

Check in cpanel's MySQL databases section for a list of your databases. Then go to phpmyadmin, and verify that the databases that were in the MySQL databases section of cpanel, also show up on the left side of phpmyadmin. Post the names of any that are missing from phpmyadmin. (If you can't get into phpmyadmin, change your cpanel password, then log out and in again to fix it).

 

After that, it may be an issue with your database users, their passwords, or their permissions. It could also be misconfigured software...
