Is this the correct connection details for my database?

Here is what the connecting end is doing:

Did you enable remote MySQL in cPanel? It just fails to connect if you haven't enabled it.

 

The IP you should enter on that page is the IP of the minecraft server that's running the plugin. Alternately, you can use a % sign to allow everything.
