Mysql Server Offline Everyone Or Just Me

Hi,

 

all my applications are showing 500 errors

and I am getting the error: CDbConnection failed to open the DB connection.

 

Is this a server wide error or is it just me?

 

I am particularly concerned about this website: http://registration.sg2014.heliohost.org/

Really how long does it take to get the mysql thingy working?

I don't know what the exact problem is, the MySQL server is running but is refusing most of the connections.
