[Inactive] Open Udp Ports And Perl Scripts

I would like to know if i could get a list of open UDP ports available for me to use and I need help with using suEXEC to run a perl script of mine. I have the cgi wrapper installed and i have my scripts in the scgi-bin. Ive only really used a SSH client like putty to start perl scripts and shells so this is new to me.
