Please help me, My account was suspended to fill up tmp files, so i was reuploading the full website, but i am not getting access to phpmyadmin. what is the problem and how to get back access to phpmyadmin.

Generally problems logging into phpmyadmin are due to the passwords being out of sync. Most of the time this can be solved by changing your password http://stevie.heliohost.org:2082/frontend/x3/passwd/index.html and making sure the "Allow MySQL password change" box is checked.
