Mono/ASP.NET isn't supported by cPanel so you aren't going to be able to find anything about it in your control panel. All accounts on Johnny automatically have asp.net enabled, and none of the accounts on Stevie have it.

 

As far as how to get your code I would just recommend writing it by hand, but I have tested WebMatrix and it worked and deployed the files just fine automatically too. You just have to use FTP upload through webmatrix not whatever MS propitiatory upload is the default because this is a Linux server running mono not a Windows server. Google something like "asp.net hello world" to get a starting point to build from.
